On September 4, MOFCOM issued the Order No.33 of 2020, announcing the preliminary ruling of the countervailing investigation on NPA imports from the US.
According to the preliminary ruling by MOFCOM, NPA imports from the US have been subsidized and the domestic NPA industry has suffered substantial damage. There is a causal relationship between the subsidization and the substantial damage. MOFCOM has decided to impose temporary countervailing measures on NPA imports from the US. Starting from September 9, 2020, import operators when importing NPA shall apply to China’s Customs in accordance with the ad valorem subsidy rate (34.2%-37.7%) of each company determined in the ruling, and provide the temporary countervailing duty deposit. The product is under 29051210 of the Customs Import and Export Tariff of the PRC.
